RECAP: Capturing Pacer for Open Access

In the past year, there has been an increasing push to make primary legal materials free and open.  RECAP is part of this effort. It is a Firefox plugin that helps crowdsource the process of republishing federal court records that have been retrieved from PACER.  The project has liberated over 2 million records to date, and has helped spur a broader advocacy effort to free PACER of its paywall.

This session will discuss the motivations and machinations of the RECAP project, as well as the larger policy questions and financial details of the US Courts.  The project has served as a platform for exploring topics of interest to the CALI community including:

  • Legal metadata standards
  • Unique identifiers and citations
  • Digital document authentication
  • Open records advocacy
  • Economics of free legal databases
